Mr. Seacord was appointed Acting Director, Human Capital Management Office (HCMO), Office of the Under Secretary of Defense for Intelligence, on October 2, 2017. As Acting Director, he is responsible for policy development and oversight of human capital programs affecting the civilian and military workforces of the Defense Intelligence Enterprise (DIE). Previously, he held the position of Deputy Director for Personnel and Readiness, HCMO, where he was responsible for managing the development of the Defense Intelligence human capital strategy; for evaluating the performance of human capital programs in support of that strategy, including Defense Civilian Intelligence Personnel System (DCIPS); and for representing Defense Intelligence enterprise perspective in the DNI and Departmental requirements definition and development of technology support to human capital programs. He also completed a one-year detail to the Defense Intelligence Agency as Technical Director for Human Capital programs. In his current role, he is focused on strengthening foreign language capability in the DIE, building workforce capability through training, education and certification of skills; ensuring personnel authorities and policies are aligned to better integrate the Defense Intelligence and Department cyber workforces; developing policies, practices, and strategies necessary to the recruitment, retention and developing an agile and capable DIE workforce.
